This document contains the draft outline of the synthesis report on ICTs and the environment. It draws on previous work prepared for this project, including the High-level Conference on ICTs, the environment and climate change, Helsingor, Denmark 27-28 May 2009, the Workshop held in Copenhagen 22-23 May 2008, and work on Green ICT strategies and sensor networks. It draws particularly on the Green ICT strategies policy review document DSTI/ICCP/IE(2008)3/FINAL and the statistical survey DSTI/ICCP/IE(2008)4/REV1.

The document is circulated for discussion and comments. Delegations are requested to provide further information which could be used in the synthesis report.
